I live in whittier not sure if this applies to this location but I coould not find the Whittier Athens. How come the drivers dont have a more consistent pick up time? It seems every trash day they just come when they feel like it

Made payment online through my bill pay they saying never received my payment. It’s took theme over 30 days to reply to me with a letter. Also u need access code. Make payment online I don’t understand. Why. Also P.O. Box. Address ????????????????????
